Department Overview: Operations Policy and Country Services (OPCS)

OPCS plays a central role in WBG’s mission by developing and overseeing operational policies, procedures, and strategies. The VPU advises and supports WBG management on a wide range of issues related to country engagement, lending operations, financial management, procurement, and corporate results reporting. OPCS is also responsible for risk management, environmental and social safeguards, and operational learning. Working in OPCS provides professionals with broad exposure to strategic operations and deep insights into the BankÂ’s core business. With almost 200 staff members, OPCS is structured into four departments:
• Operations Policy (OPSPO): Responsible for country strategies, lending, and advisory instruments.
• Operations Standards Procurement and Financial Management (OPSPF): Focuses on procurement, financial management, and anti-corruption policies.
• Operations Standards Environment and Social (OPSES): Manages environmental and social safeguards, policies, and grievance mechanisms.
• Operations Strategy, Risk, Results, and Learning (OPSRL): Drives strategy, risk management, results reporting, and learning, while supporting operational effectiveness.

Role Overview

This position is part of the Strategy, Risk, and Results (OPSSR) unit within OPSRL. The OPSSR team is responsible for strengthening the BankÂ’s operations strategy and modernizing its approach to results measurement, risk assessment, and operational data analytics.

The selected candidate will play a critical role in advancing the unitÂ’s work on data analytics, with a specific focus on Small States (countries with populations under 1.5 million) and operational efficiency and effectiveness work. The role requires a strong foundation in applied econometrics, including experience in cross-country and panel data regressions and impact evaluation methods. Additionally, the candidate will contribute to data visualization, reporting, and policy recommendations for senior leadership, operational teams, and external stakeholders.

Key Responsibilities

Data analytics: Compile, clean, and structure cross-country and operational data and conduct econometric analysis.

Visualization and Reporting: Develop interactive dashboards and dynamic visualizations to enhance decision-making for senior leadership, operational teams, and external partners.

Ad-hoc Analysis and Support: respond to emerging analytical needs in alignment with corporate priorities.

Selection Criteria
• Educational Background: Master’s degree in a relevant field (e.g., Economics, Public policy)
• Technical Expertise: Proficiency in programming languages such as R, Stata, or Python and fluent in EXCEL
• Quantitative and Analytical Skills: Demonstrated ability to build econometric models and perform advanced analysis. A solid methodological grounding in indicator development, measurement, and evaluation, particularly in the context of MDBs is desirable.
• Communication Skills: Excellent verbal and written communication skills in English. Ability to present complex technical information clearly to both technical and non-technical audiences.
• Collaborative and Leadership Skills: Strong interpersonal skills and a proven track record of working effectively across institutional boundaries. Experience in building partnerships and fostering collaboration with diverse teams and stakeholders.
• Innovation and Flexibility: Creative problem-solving abilities, with a focus on developing novel solutions to operational challenges. Comfortable working in a fast-paced, dynamic environment and capable of managing multiple priorities simultaneously.
• Experience & Domain Knowledge: Prior experience working with operations data, results measurement, risk analytics, or development effectiveness data is preferred.
