Job Description:

LOCATION IS REMOTE

• This position serves to develop the end-end resource plan and schedule for an Alteration Installation Team (AIT) to accomplish a major shipyard combat systems technical insertion.

• Work includes developing plan and being prepared in all respects to execute to the plan by the installation plan state. Plan must include all activities required for AIT to meet Modernization Program Management and Operations Manual ( NMP-MOM) section H-1.5.8 requirements.

Planning Manager responsibilities include

• Review the SHIPALT Records (SARs) associated with the SAR and all of the SHIPALT drawings and create a list of work broken down by:

• Structural – foundations, lockers, joiner work

• Piping – Cooling water, interference piping

• Electrical Cabling – copper, fiber optic

• Equipment – Electrical, Mechanical

• Preservation

• Direct and Other Support Services, e.g., non-destructive testing, safety support

• Work control, lockout and testing

• Review the NAVY MODERNIZATION PROCESS MANAGEMENT AND OPERATIONS MANUAL (NMP-MOM) and identify any actions required to accomplish Alteration Installation Team (AIT) work and testing in addition to the accomplishment of the deckplate work and testing. These action will include development for Quality Assurance Workbook, validation a NAVSEA approved Quality Plan, being able to generate and submit Departure From Specifications (DFS) and Liaison Action Requests (LAR).

• Determine and define scope of work / work list associated with above and requirements of NMP-MOM, including all prep-work activities, including ship checks, preinstallation checkout (PICO), schedule development and management, quality management, trade work instruction development, ripout, reinstallation and retest, etc. The goal is to be able to use the scope of work / work list to create a rough order of magnitude estimate for planning for and accomplishing the alterations.

• Identify special qualifications required s to accomplish work and which items they would apply to such SUBSAFE Quals, Fiber Optic Quals, Level 1 Material, Safety procedures and requirements, Red Security badge for any work in the Propulsion spaces.

• Identify gaps in ability to comply with NMP-MOM AIT requirements and identify alternative solutions to close gaps, e.g., subcontracting/teaming strategies.

• Develop and produce a resource leveled plan to develop the planning products, including all technical work documents to plan the execution of the work, including:

§ Working with Lead Engineers to develop the Technical Work Documents (TWDs) to execute the work. Track that all work requirements are issued.

§ Working with the Test Engineers to Identify testing requirements.

§ Developing QA Workbook, Safety Management Plan, ILS Management Plan, Hazardous Material Management Plan, and other plans required to comply with the NMP-MOM.

§ Develop and produce a resource leveled plan to perform alteration work and testing through to completion

§ Work with Orbis and Subcontractor cost estimators and develop a cost estimate for planning and for execution of the alteration.

Required Skills and Experiences:

• Submarine AIT experience as AIT Lead or as and AIT Work Integration Leader is highly desirable.

• Service on a submarine project team is highly desirable.

• Service in a Naval Shipyard engineering and planning department is highly desirable.

• Five (5) or more years of directly managing personnel

• Familiarity with work control and authorization, tagout, safety, SUBSAFE, 6010, 8010, and basic radiological control requirements and processes.

• Knowledge and experience of Maritime electrical systems and structural components, and professional standards Installing fiber optic, electrical and electronic parts, including hardware in housings or assemblies. Qualification in submarines is relevant to satisfying this requirement.

• Ability to lead high performing teams of various skill positions to include: Electricians, Engineering Technicians, Mechanics, Welders, Shipfitters, Subcontractors, and Laborers

• Must be able to obtain a Secret security clearance

• Must be able to obtain access to Shipyard and Government installations

• Competent proficient in the use of Microsoft Project, Excel, and Office to develop and update schedules and cost requirements

• Familiar with NAVSEA Standard Items

• Travel is required

• Must be a U.S. citizen
