What You’ll Get to Do:
The Los Alamos National Laboratory (LANL) Acquisition Services Management (ASM) Division is looking for experienced and highly motivated individuals to help lead the delivery of services within ASM. The LANL is a multidisciplinary research institution engaged in strategic science on behalf of national security. You will directly support the LANL mission to solve national security challenges through scientific excellence. As a Contract Specialist supporting the ASM Division you will provide resolutions to an assortment of problems of moderately complex scope and will contribute to the fulfillment of projects and organizational objectives.
More About the Role:
As a Contract Specialist you will:
• Perform subcontract awards and… administration;
• Work all aspects of implementing compliant procurements in accordance with the Laboratory’s approved procurement system;
• Execute formation, bid, evaluation, award, administration, and closeout of various types of large, highly complex purchase orders/subcontracts for goods and/or services;
• Anticipate and resolve complex issues in creative and effective ways;
• Participate in long-term planning activities with functional organizations involving multiple procurements requiring knowledge of acquisition strategies, procurement staffing capabilities and lead time requirements;
• Effectively work with Legal Counsel in the prevention and resolution of subcontract issues and disputes formation, bid, evaluation, award, and administration of various types of purchase orders/subcontracts for goods and/or services;
• Development of solicitations;
• Negotiate, award, manage and administer purchase orders/subcontracts;
• Interface with functional units, customers, auditors, and subcontractors;
• Provide purchase orders/subcontract interpretations and assist with financial, legal or technical issues, as required.
You’ll Bring These Qualifications:
• Bachelor’s Degree from an accredited institution and five (5) to twelve (12) years of related experience; or, an equivalent combination of education and experience;
• DAWIA certification in contracting or FAC-C;
• Demonstrated experience in administration of large, small, and moderate size procurements;
• Working knowledge of change management procedures pertaining to requests for proposals (RFPs) and modifications to purchase orders/subcontracts, and dispute resolution;
• Familiarity with the Department of Labor Requirements for the Service Contract Act;
• Demonstrated experience in commercial and/or government subcontracting;
• Demonstrated experience in the formation, negotiation, award, and administration of all types of purchase orders/subcontracts within a multi-functional environment;
• Demonstrated experience in developing and negotiating a variety of subcontract types, fee arrangements, terms, and conditions;
• Demonstrated ability to interface with individual customers representing one or more affected organizations;
• Ability to effectively communicate in both an oral and written manner with both internal and external customers of varying professional level; and Ability to work in a fast paced, ever changing environment with numerous deadlines and expectations.
These Qualifications Would be Nice to Have:
• Construction contract administration experience;
• Demonstrated experience with eSourcing/eAuctions preparatory to the execution of procurements;
• Demonstrated experience with SAP Ariba or other automated purchasing systems;
• Broad understanding of Federal Acquisition Regulations and their application; and
• Recent hands-on experience in Federal Subcontract management.

The proposed salary range for this position is:
$74,600-$156,700
