Do you want to make our beautiful state even better? The Colorado Broadband Office (CBO) leads the statewide effort to expand broadband coverage and quality for all Coloradans and coordinates all broadband efforts for Colorado. Were looking for a strategic and collaborative Senior Manager of Broadband Programs who will serve a critical coordinating function for the Broadband Office.
You will oversee community and stakeholder engagement, federal and state funding management and deployment, and program coordination. You will build and deploy a communications and engagement strategy and engine engaging multiple and diverse stakeholders in the work of the Broadband Office and available resources to support broadband deployment. You will act as a player-coach as you lead the team in the delivery of the Broadband Office programs, work strategies and funding deployment.
Some of the day to day opportunities include the following:
Coordinating multiple areas of broadband office programs, particularly as it relates to federal and state funding. Ensuring alignment, resource efficiency and delivery of work.
Developing office strategies, plans, reports and supports their execution.
Managing, tracking and executing federal and state funding goals and metrics through effective and programmatic structures to ensure established goals for federal and state broadband investments are met.
Represents the CBO at events as well as demonstrates professional political acumen and can successfully navigate a high-profile dynamic landscape.
Effectively building and maintaining relationships with key internal and external stakeholders.
Actively engage in improving leadership skills, attitudes, and knowledge, especially as related to equity, diversity and inclusion. Attend training, development and group training on topics of inclusive leadership.
Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.
Minimum Qualifications
This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:
A minimum of seven (7) years of experience in coordination of cross-functional teams and enterprise wide programs, operating and influencing effectively across the organization.
A minimum of five (5) years experience supervising high performing teams either directly or within a matrixed environment.
A minimum of three (3) years of performing a strategic role within a broadband specific program.
Substitutions
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. There is no substitution for any required management experience.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications
Understanding of state and federal telecommunications policy and regulations as it pertains to partnerships and telecommunications.
Understanding of public-private partnerships and community engagement as it relates to capital projects and community-based programs.
Excellent Project Management skills, seeing tasks from start to completion in a timely manner.
Conditions Of Employment
OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
This position may require on-call duties as needed by the position.
Supplemental Information
If this posting indicates remote from anywhere in CO in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.
While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. There is no form of relocation assistance, financial or otherwise, available for any position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
